Red Bumps

Can anybody tell me if random red pimple like bumps maybe the size of a dime that are red and don't itch are? Is it a early sign of a straph infection? I have many, 2 near a open sore on my right lower leg and 3 on my left lower leg, and recently I have developed one above my eyebrow and below my ear. Also I have very small white bumps on scars are these normal? I pick very often but none of the sores appear infected.
